Originally this was an electric cart--the kind you see elderly people using. The car is for the Independence of the Seas (the third in the fleet of largest cruise ships in the world) which Joel is working on currently in Finland. If you've been in the theatre of any of Royal Carribbean's 22 ships then you have seen Joel's handiwork.
He stripped it down to nothing, stretched and widened the wheel base, and redesigned the steering mechanism. He welded a new frame entirely and made operating windows in the doors.
Now it's a clown car! It is for Independence of the Sea's show "Under the Big Top." A clown will drive the car onto the stage, roll up the window so you can't see in and then a whole bunch of clowns will climb into the car. What the audience can't see is the trap door at the bottom of the car where the clowns will go into the stage.
